Simulator: 'docker build' is failing #526

Problem

Reference repo https://github.com/mrn-code/coinstac_ssr_fsl

Cloned the repo and tried docker build -t ssr_fsl . and I get the error as shown in the image

statsmodels==0.8.0 resolves the issue for the time being. statsmodels==0.9.0 was just released few hours ago and probably has some bugs. Please refer to https://github.com/statsmodels/statsmodels/issues/4635
