Admin theme improvement

We have been working on some cleanup and improvements of the administration theme. The new version of the theme is available on the dev server and can be checked adding this line to your hosts file:

134.213.52.43   admin-restyle.partecipa.tn.it

and then point your browser to:

https://admin-restyle.partecipa.tn.it

If you like and approve the changes, we can merge them into the develop branch

Changes to /themes/admin/js/reports.js were needed to adapt DOM traversing after changing layout of table in proposals list page.

Please correct text "Voti + opinioni:" to "Valutazioni + opinioni" in /admin/discussion/list /admin/statistics
