A ref 'refs/heads/foo/bar' is parsed as branch name 'bar' instead of the correct 'foo/bar'. This causes problems for the whitelist/blacklist matching.

@rmustacc This is the problem that mo.jo was hitting with the joyent/nginx repo branch names.
