Add a command t resume which works like t start but uses the description of the current timesheets most recent period.

The name "t resume" begins with the same letter as "t running". Also, should this be made a switch to "t in", as in "t i -r"? That strikes me as the best approach.

I imagine this bug has just gone stale, but it looks like Jimmy added in --resume back in 2009.
