Add TOCFL and TBCL #21

Resolves #20.

Adds the unique hanzi from the Test of Chinese as a Foreign Language and the Taiwan Benchmarks for the Chinese Language, split by their defined levels.

Tested locally in Anki.

Thanks again! This PR was manually rebased and merged in 7d671769e45cfad43c22e6d689c01bc35b9133b2 and 528c6f4e4e525ddc5a5b069fa915e039b60b054b . It may take me a couple more weeks to publish on ankiweb...
