Fix snackbar firing for missing file for UploadReportsCard #90

Bug: File has been uploaded to card and when you submit, you get the successful submit snackbar but also the file is required error snackbar.

You will probably need to adjust something in MonthlyReportsPage and its validation schema as it is the parent component where formik is declared.
