Add memory offset for in linux (mclock), and fan control #1063

Please add mclock ability in linux, I have to use GWE (GreenWithEnvy) to set the memory clock, even though I can set power limit and core clock. Also, please add fan control in linux! I am also using a custom curve made in GreenWithEnvy, but I would rather set a range and temperature in my config.txt
