Fix install for EL8 based OS #35

On EL8 (CentOS 8 Stream, AlmaLinux 8, RHEL8,...) the mod_auth_openidc stream needs to be disabled to prevent conflicts with packages in the Globus repository. For more info check https://docs.globus.org/globus-connect-server/v5/#gcsv5-install.

To get tests passing I opened #36 but it seems to get those tests passing need the fix for EL8 so I am making the change in that PR and marked you co-author.

This fix is released with v9.0.0
