RHEL8.1 Support #17

Not sure if you can find a better mirror for libssh2 This gets it done but does not feel right? It has been removed in RHEL8. Also RHEL8 no longer uses scl's this also moves RHEL8 to use AppStream

Looks like tests failing as systemd module no longer supports Puppet 5?

Ya I need to update this module to use Github Actions as well as drop Puppet 5 which is EOL. I'll do that in another pull request and then you can rebase this one off master once that is merged.

@elmobp I updated master branch with several changes, you will need to rebase this pull requeset.
