Restructure project #173

Restructures entire project
- Better supports engine isolation
- Cleaner more sensible layout
- Renames aips-data-science

Some of the chapter 14 notebooks don't currently work. Seems to be an issue of some files previously being saved to ch14/data and ch14/question-anwering and now being looked for in ../../data/ and ../../data/question-answering.

I haven't debugged this, so just noting here for now. If you run the notebooks you'll see where things break. I know you're looking at ch14 separately from this PR, so will probably leave this in your hands unless you need assistance.
