Welcome screen efficiency update #13521

Please rework the welcome screen to new design. The aim is to get rid of the overly large left sidebar that has almost no content and make more space for the right content focused part.

Please leave out the e-shop icon for now, we will specify it in a separate issu later.

Seems that the new width of the left part is gonna be 56px (from the design docs). Correct me if I am wrong. Thanks.

After some discussion, we've decided to use fixed width 84px for the left part which would work well with Mac OS, too.
