Add github action lint #261

I have copied all from gitlab to github action. Also I fixed one lint issue that is only on Linux.

So far not adding the release builds, as they are not yet fixed for Linux/Windows.

I have merged it but feel free to continue the discussion.

P.S. After this is merged, there's also an outdated Travis-CI badge on the README.md that you may want to replace with a GitHub Actions badge.
