Fix windows build #265

This one was surprisingly easy.

Note that it still needs the authenticode certs to be signed on Windows. I don't know how to get them, so I didn't really add that to the shell script.

Docker finished with .exe files successfully 🎉. I can't test it, but I will send all binaries to QA now to do a quick test.

Signing moved to #266.
