Add Starklings Content to Triality Repository #1

Overview

Convert and add the starklings exercises into triality repo. Starklings exercises need to be updated to v 0.10.0. Our team has converted the syntax and the strings exercises. We are looking for: builtins, hints, implicit_arguments, recursions, registers, revoked_references, storage and tricks to all be added in the syntax of v0.10.0
