Make new cubes for Belgium and for Europe #28

This PR updates the occurrence cubes for Belgium and for Europe by:

  1. triggering new GBIF downloads (= more and updated data)
  2. filtering unverified data out (filter on identificationVerificationStatus, see #24)
  3. adding to the cube species belonging to alien genera (in previous cube I didn't take into account genera). Occurrences at genus level are not taken into account (just 1 observation)
  4. updating code to be compatible with the most recent rgbif version (3.0)
