tfsec has stopped respecting #tfsec:ignore directive #45

Previously, a comment in the terraform resource of #tfsec:ignore:xxxx would make tfsec not scan that particular resource against whichever test you specify. Something changed, and now its not ignoring the ones specified.

Running triat/terraform-security-scan@v3.0.0, and we've not changed that 🤔
