By default, NLDAS data is processed and provided in UTC+0.

Potential improvement: specify working UTC for a project. For example, UTC+7 would be specified for a project in Arizona. This would be useful when comparing NLDAS with station observations, further processing NLDAS (bias correction, downscale), and comparing simulation results with observations.
