We've discovered that if we wanted to add a block below the content area within a landing page, it would never show up below the content because the webform also lives in the content area. Depending on how much content there is in the Landing Page, you may never even notice, which is probably why we had never seen it before. We ran into this issue on Johnson May's careers page when we tried to get the current openings accordion to be under the page content and couldn't because the webform is also printing in the content region. The only way we could fix it was by turning the Careers page into a basic page as opposed to a landing page and placing the webform from the landing page into a sidebar.
