Remove deprecated method #34

The Drupal::l() method has been replaced with the Link class. Remove all calls to Drupal::link() method and replace with Link::fromTextAndUrl() in theme-settings.php. Two occurances on lines 75 and 258. Also need to add the "use Drupal\Core\Link;"

Oops! I guess this was an isolated issue on Cooney & Conway site, not our base theme.
