Helm charts installation should sequence the installation of components #159

The current situation, motivation for this task Right now, promscale and API Server can be in CrashLoopBackoff status for a while, when timescaledb and Grafana are not coming up in time. In reality, we should wait for timescaledb and Grafana to be at least in RUN state before installing promscale and API Server.

Additionally, we should install agent after API Server is in RUN state as well.
