Feature Request: Auto-notify upon WIKI updates and Files Uploaded #151

It would be good to have an option on the settings of a group to have the system send a group email every time a file is uploaded to the Repository or the WIKI updated.

When committing an update/file the person doing so should then be presented with a option to email the group to notify them of the update.
