Setting up the developer environment in Windows for IE development could be tricky if specific instructions, versions, and tips are not provided. The existing readme.txt is very helpful but needed a bit of love and a proper markdown format. Once this PR is approved we could consider removing readme.txt once all the remaining steps (build and signing) are migrated.
