Improve CI (rewrite RockylLinux CI, Ubuntu CI to GHA) #1803

  1. Switch Ubuntu CI to Github Actions vm.
  2. Rockylinux:8 CI with installer.
  3. Switch from macOS-12 to macOS-13.
  4. Add workflow with install TRIK Studio for Ubuntu, ArchLinux, Rockylinux, Altlinux
  5. Disable QT_NO_CPU_FEATURE=sse4.2
