[x] add pre-commit
[x] check pre-commit in CI
[x] update clang format
[x] check c with cppcheck in CI
[x] add MISRA rules in cppcheck

Following issue: Fix MISRA checks

Rebase on main is required. Also test a case wherepre-commit run --all-files fails locally and check if it fails on CI too.
