Rework add hazard flow #55

Rework add hazard flow as discussed at lief erikson.

  1. User fills out hazard data
  2. As soon as user submits, the add hazard modal should dissapear
  3. Once processing completes, send a notification that the hazard is queued and add it to the map as an offline hazard
  4. Once upload completes, send/update the notification to show hazard is uploaded and move offline hazard to online hazard
