Navbar: Support for Tooltip in dropdown options

Proposal

Current Dropdown option in the Navbar does not have a label to define and display the title . So I'm proposing to add a Tooltip property in dropdown option and display the tooltip on hovering the dropdown in closed state

Motivation and context

this is a standard practice to add a tooltip to guide the users about the field that is displayed
