Fix php7.2 and hexdump dependencies

If you try to build and use the docker, you'll encounter with the following errors:

• php7.2 is no longer in the repos, php7.3 is the updated package
• hexdump doesn't exist, therefore testssl.sh will fail

This merge request solves both problems
