Game does not work at 640x480 #84

What steps will reproduce the problem?
1. Install the game from scratch with .21 installer with 640x480 textures 
2. Changing to 640x480
3. Trying to start a game

What is the expected output? What do you see instead?
SHould be able to start a game.
Instead the game says the hires2x package doesn't exist (it does).

What version of the product are you using? On what operating system?
0.21, XP SP3.

Please provide any additional information below.
