Tooling updates

Update the non-algorithmic part of the notebook a bit:

• The build script does not recompile an unchanged file (+ other small changes)
• Added a vimrc
• Replaced base.hpp with a proper template.cpp

Btw, the notebook does not build on my computer (probably some breakage with a new Python version), but AFAIK this is unrelated to the changes.

btw I've also had trouble building the notebook but I attributed this to my TeX installation
