Add spatial functions for H3 hexagons #3300

It would greatly benefit data scientists to have a support for Uber's H3 hexagons in Presto. They are similar to Bing tiles in operation, but cover the globe better.

There are java bindings in Maven, and the implementation would be quite similar to Bing tiles.
