This PR updates:

The workflows for validating Drupal/PHP/PostgreSQL compatibility had their names changed in PR #280. This PR broke the readme compatibility table and this PR fixes it again.
We recently had a PMC meeting and updated our goals for the Tripal 4 alpha releases. This PR updates the readme to distribute these decisions to the community.
