Removed Documentation #289

Issue tripal/tripal#1357

This PR removes the documentation from the Tripal source code repository. This is to support a more flexible documentation structure where core docs and extension module docs can all live in the same organized place. With gold-level extension modules required to submit usage documentation to the repository .

The new Tripal Doc repository is here: https://github.com/tripal/tripal_doc The new RTD site is here: https://tripaldoc.readthedocs.io/en/latest/

This PR updates the README to point the links to his new documentation site.
