Create Tripal Logger documentation #40

This creates a new section for documenting how to log status messages and errors using the Tripal logger service. It is inspired by Tripal issue https://github.com/tripal/tripal/issues/1581

The existing section on migrating tripal_set_message() and tripal_report_error() is now a basic example, and then points to this new documention section.
