Update file_structure.rst and module_dev.rst to reference Drupal 10 #57

Changed all references on these pages from Drupal 8 to Drupal 10. This includes the URLs to Drupal's docs that included the number 8 in the path. When I clicked on the old URLs, the Drupal docs site automatically redirected me to the new URLs for those pages, so I updated the URLs accordingly.
