Custom wifi_portal.html or setting to define HTML file to use #2

Need to test if when the user has a wifi_portal.html file in their project's fs directory ... does the wifi_portal.html file from the library, overwrite this file? Need to test.

Also may want to look at adding a setting to define the html file to serve as the captive portal file
