Add release notes for 1.9.0.0.8304 #281

There were 140 PRs merged in this release, and I didn't have time to go through them all, so this change only includes the PRs I authored (plus the unreleased changes that were already present).

@DanVanAtta @RoiEXLab @ron-murhammer Please add whatever other changes you feel are appropriate either on this branch or in a follow-up PR.

The build failed due to a missing link caused by the recent removal of the triplea-maps/Project repo:

Link 'https://github.com/triplea-maps/Project' returned code 404
    Affected Files:
        /home/travis/build/ssoloff/triplea-game-triplea-game.github.io/_site/community/index.html

That should probably be fixed before this PR is merged. I'm going offline now, but I'll submit a PR tomorrow if no one else has fixed it by then.

Rebased against master at 9a27129. This should fix the build break.
