Modify default site "Title" and meta-description tags to be more SEO … #338

As per discussion in [triplea-game/triplea] Updating External download links (#6461). This is an incremental change; I will look at both customizing the meta-description tag on a per page basis at a later point, as well as look at the text of the site (and it's structure) in light of SEO and Google search results.
