old_downloads.html should be updated prior to 2.0 release #344

Currently, this refers to 1.8.0.9; it should probably be updated to reference 1.9.0.0.13066 prior to the release of 2.0, and possibly the reference to 1.8.0.9 should be deleted.

The page is missing the other 1.9 downloads, it's out of date and should include a history of other releases. The website has not been given the love it should.

https://triplea-game.org/release_notes/ has links to the older releases, meanwhile the 'old_downloads' page is getting out of date. I'm thinking we ought to simply delete the old_downloads page. It is a bit odd for release_notes to be both pages, but it is actively maintained at least and comprehensive.
