Add The Tarpit #80

As a room owner of The Tarpit, I would like Sloshy to antifreeze the room so I can talk about esoteric programming languages there whenever the mood strikes.

Thanks for the PR, and welcome!

The Github automation is broken at the moment so there will not be an official announcement from Sloshy at this time. Usually when a PR is merged, Sloshy peeks into the room and posts a "Sloshy is here" notice. I'll see if I can get it fixed later this week.
