handle log.Panic() calls from API errors in GoScout #12

current solution of relying on Docker to restart is inefficient, results in increased downtime with guaranteed loss of all queued data and possible more during downtime.

This will be fixed in the possible echo rewrite, as well as it should never even occur in the current setup.
