Separate accessibility level of Sequence Break from Possibly Accessible.

Decided to push this off to next major release and possibly scrap it entirely.

The distinction between Possibly Accessible and Sequence Break is not clear in most cases. Most cases that would get Possibly Accessible status would technically be Sequence Breaks. I'm going to scrap this idea for now and close the issue, but reopen if I decide to revive it.
