Constrain ATTACHMENT_METHOD values #72

In the tag metadata table, the ATTACHMENT_METHOD values need to be constrained to the following list: tow, glue, suction, anchor, mount, implant, harness, backpack.

Create a new table and constraint on the field to accomplish this.

After clarification with the working group, determined this is not in the purview of the metl package.
