Use versioneer to track version #19

Currently to track the current running FRETBursts version git must be installed.

Using versioneer the version string in each tarball or source tree is automagically generate based on tags and git revision id without the need of having git installed.

This also tracks the full revision (down to the revision id) for FRETBursts installed system-wide.
