Sometimes App does not load and Redux is empty

In previous fix had covered where

• there was a valid cookie
• user type private route into browser addressbar and was asked to login again

However, had not covered case where there was no cookie at all and this was causing App to not load

Fixed by adding flat reflecting presence or absence of cookie.
