The Progress Bar #636

Dear developer, 

When I create a new task and don't put a time goal to this task I created, the 
progress bar indicator keeps moving from one side to another, without stopping. 
It's annoying and unconfortable see that thing moving all the time. Please, 
make it stop. I am sure that fixing this will improve the user's experience.
