Update to PDK v3.0.0 - Add support for Puppet 8 #50

I have added Github action for automatic unit testing running Puppet 7 and 8. You can see the results in the PR in my fork: https://github.com/Phil-Friderici/puppet-nsswitch/pull/1

These checks will automatically run for each PR once they are merged into master.
