Support submission testing before assignment start #156

The easiest way to achieve that is to show assignments for course owners and student tutors on the front-end, regardless of the assignment start date.

To make that feature more obvious, it should no longer be allowed to manually create submission records in the teacher backend. The functionally is broken anyway ...

The solution for #161 leads to the fact that manual submission creation is no longer offered in the backend dashboard.
