Update parser requirement from ~> 3.1.0 to >= 3.1, < 3.3 #1690

@troessner or @mvz could you merge and release this one?

I think we would want to just use ~> 3.2 here. I'll make a PR for that.

Looks like parser is up-to-date now, so this is no longer needed.
