Why:

Currently new pull requests don't have a fixed structure making them more difficult to review and look up for documentation purposes.

What:

Introduce a basic pull request template.

It is fine by me. However, given there are only two contributors at the moment. it is fine to keep the PRs without structure. It will take some time to see what is going to work for this project. It is up to you. :D
