essentially, just including this from the aar exception for example including the external identifier (e.g. outage ticket)

In forward ops, it's not enough to know that there is an temporary ARR exception or a seasonal override that was active during a forecast period; they frequently want to be able to trace back to the outage and to know when it is anticipated to end. I think this is necessary for interoperability, to provide operator awareness on both sides.
